Yea, for the many people it does. Me too. It's normal. Your testicles are used to producing a lot of it cos of constant discharge, so when you stop masturbating it comes out. Usually it's reabsorbed. But in this case production rate exceeds absorption rate, so it has to go somewhere, your balls have limited space. Eventually your body will learn that there is no need to produce so much of it and it should stop. That's what happens for most people anyways. And even if it does not stop, it's not harmful in any way, so who cares.
