can you tell if a person is good or evil by the way they look?

I think in some cases you can, yes. I've had my fair share of suspicions about people based on their looks that turned out to be true.

I think there are an equal amount of dangerous-looking people that have a heart of gold, and also virtuous-looking people that are bad. Therefore, I don't think there's any concrete correlation between appearances and behavior.

If someone is 'evil' or has bad intentions, you can usually see it in their eyes. They say the eyes are the window to the soul, and in a lot of ways that seems to be the truth.

I've heard of the expression but I've never actually noticed things like that in people's eyes. Maybe it's just me.

No, I think you may have suspicions about the character of a person based on their looks but to categorically say whether someone is good or evil seems a step too far imo

I don't think so. At least, I often can't. And I don't think most others can do it reliably. Just look at some of the people they send to Washington!

Well they say that eyes are the windows to the soul, and that depending upon the way a person's eyes look, you can tell if they are evil or not. Some people swear that by looking at the eyes of cold-blooded killers or sociopaths, or otherwise people who've done really evil things, that you can see a vacancy behind their eyes, or that there eyes are kind of "dead" or lifeless in a sense.
