That's interesting me, too. Regarding NoFap, you can enter the internet using TOR which is complely hiding your IP and source. And I think the speed would be sufficient. Regarding porn, you can find stimulating material anywhere. IMHO the PMO addiction has nothing to do with the internet. I built up my own addiction early before the days of internet. The addiction has to do with underlying issues - fears, depressions, childhood traumata. Therefore, you can build it up with any kind of stimulation.
Everybody with half a brain those days can bypass government censorship on internet as well hide their true location. Those type of laws are ridiculous in a sense that they can not enforce them. Once in a while they find a person who got busted because he was unlucky/dumb and make an example out of him to scare the rest of the public. That's about all.
I wouldn't trivialize the amount of attention-to-minor-details that one must meticulously exercise in order to avoid imprisonment / torture / execution -- in places where these are commonplace punishments for those who dare to exercise legitimate personal freedoms. And neither would I trivialize the technological and other resources available to big governments, nor the Evil that some autocratic regimes are willing to use against their own citizens! Indeed, it's no big deal to use the Tor browser, proxy servers, and strong-encryption tools. But do not think that the very use of such tools, per se, is enough to save one's skin in hostile environments! There are countless ways that careless error, poor physical security of devices and networks, social engineering, ... etc. can be used to compromise "well-protected" communication!
