Neuroscience is slowly becoming applicable but there's still a long way to go. You certainly can't hack into your neural system and edit your mental state, delete memories, or whatever you might want to do to help you stop fapping. Maybe that will never be possible. But if you're interested, go for it. Read a college textbook and report back here. There's far too many people bringing up MUH DOPAMINE who don't know what they're talking about.
Studying such a complex system is a long term task. I would recommend you getting just the basic neurochemistry, biochemistry, anatomy and psychology down, then with solid foundation of general things you can go deeper. But do not be deterred by all of this, find some entry level books in your language and if they are too hard, save for later and look for another one, look for reviews.
